Binance partners with BlockShoals to pursue regulated Philippines return through SEC sandbox

MANILABinance has partnered with BlockShoals Technologies Inc. to support a regulated return to the Philippines through the Securities and Exchange Commission’s Strategic Sandbox, or StratBox, according to company and industry reports. The arrangement places BlockShoals as the approved local intermediary, while Binance provides technology infrastructure, security systems, operational support and compliance expertise.

The partnership is being framed as a compliance-first model for digital-asset participation in the Philippines, with Binance saying the sandbox is intended to test a tailored platform experience for local users under SEC supervision. Reports say the sandbox phase is expected to begin in the second half of 2026 and run for at least two years, giving the partners time to meet regulatory milestones before any broader rollout.

BlockShoals reportedly received approval under the SEC’s Crypto Asset Intermediary framework within the sandbox structure, making it the locally accountable participant in the pilot. The setup is designed to let new financial products be tested in a controlled environment while remaining inside the country’s regulatory framework.

The move marks a notable shift for Binance in the Philippines after earlier regulatory pressure limited its market access. Philippine coverage of the deal said the partnership would represent Binance’s official return to the country within regulatory bodies, though a public launch date has not been confirmed.

Binance said the collaboration reflects its long-term focus on user protection, market integrity and engagement with local regulators. BlockShoals described the partnership as an opportunity to show that global digital-asset platforms and local compliance frameworks can work together constructively.

The Philippine market remains important for crypto firms because of its active user base and growing regulatory interest in digital assets. If the sandbox proceeds as planned, the Binance-BlockShoals pilot could become one of the clearest examples yet of a major global exchange attempting to re-enter a market through a supervised local structure rather than an unrestricted launch.
